Lok Sabha Polls 2024-: Cash, drugs, Liquor and others worth Rs 2 crore seized since MCC imposition

Ludhiana : The District Administration Ludhiana has seized around Rs. 2 crore worth of cash, drugs, liquor, and precious metals since the imposition of the Model Code of Conduct (MCC) on March 16. The seizures by surveillance teams include cash of Rs. 40 lakh, followed by drugs worth Rs. 1.48 crore, liquor worth Rs. 18.14 lakh, and other items.
Detailing the information in a press conference, District Election Officer-cum-Deputy Commissioner Sakshi Sawhney accompanied by SSP Khanna Amneet Kondal, SSP Ludhiana (Rural) Navneet Singh Bains said that a total of 126 flying squad teams comprising a magistrate, cops were constituted in the district. These teams were given vehicles mounted with camera ensuring real-time feed to the control room and keeping close vigil in the field.
She said that since the imposition of the MCC, 9360 hoardings, banners, posters include 5376 from public and 3984 from private properties had been removed in the district. The District Election Officer also said that 94% of complaints received by the administration manually, on NGSP portal, and C-vigil had already been resolved.
She further stated that directions had been issued to all arms license holders in the Ludhiana district to deposit their licensed weapons and ammunition at the nearest police station by March 31. Any person wanting to seek exemption due to compelling reasons should apply to the screening committee for review of the decision with grounds for the particular case.
Any such representation will be decided by the screening committee immediately, preferably within 24 hours. Non-compliance with this order would lead to prosecution under the appropriate sections of the Indian Penal Code and other relevant laws. She also said that the district administration would also keep a close vigil over the paid news and advertisement content in the ongoing Lok Sabha polls as per the guidelines of the Election Commission of India (ECI).
The MCMC committee will closely monitor the news content in news channels/social media as well as newspapers, she added. Sawhney also said that ECI had now provided the facility to authorised journalists engaged in the coverage of polling day to cast their votes through postal ballot.
This facility will be available only to those journalists who have been issued authorisation letter by the ECI for coverage of election work. Journalists will have to apply for voting through postal ballot by attaching their authorisation letter.
Expressing her commitment to ensuring transparent, free, and fair elections in Ludhiana, the District Election Officer said that holding elections peacefully and transparently is the top priority of the administration, and every effort would be made to accomplish this gigantic task without any hindrance.
She said that the Lok Sabha elections are one of the biggest exercises in the country wherein every section of society is observing the administration for the efficient conduct of this herculean task. SSP Khanna Amneet Kondal and SSP Ludhiana Rural Navneet Singh Bains also said that every officer had a huge responsibility to ensure the exercise was completed perfectly. They said that no one would be allowed to disturb the poll process during the elections, and anyone who tries to create disturbance in the elections would be dealt with sternly as per the provisions of the law.

ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸ਼ਨ ਲੁਧਿਆਣਾ ਵੱਲੋਂ 16 ਮਾਰਚ ਨੂੰ ਆਦਰਸ਼ ਚੋਣ ਜ਼ਾਬਤਾ ਲਾਗੂ ਹੋਣ ਤੋਂ ਬਾਅਦ ਕਰੀਬ 2 ਕਰੋੜ ਰੁਪਏ ਦੀ ਨਕਦੀ, ਨਸ਼ੀਲੇ ਪਦਾਰਥ, ਸ਼ਰਾਬ ਅਤੇ ਕੀਮਤੀ ਧਾਤਾਂ ਦੀ ਬਰਾਮਦਗੀ ਕੀਤੀ ਹੈ। ਨਿਗਰਾਨ ਟੀਮਾਂ ਵੱਲੋਂ 40 ਲੱਖ ਰੁਪਏ ਦੀ ਨਕਦੀ, 1.48 ਕਰੋੜ ਰੁਪਏ ਦੇ ਨਸ਼ੀਲੇ ਪਦਾਰਥ, 18.14 ਲੱਖ ਰੁਪਏ ਦੀ ਸ਼ਰਾਬ ਅਤੇ ਹੋਰ ਵਸਤਾਂ ਬਰਾਮਦ ਕੀਤੀਆਂ ਹਨ।
ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ-ਕਮ-ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸਾਕਸ਼ੀ ਸਾਹਨੀ ਨੇ ਐਸ.ਐਸ.ਪੀ. ਖੰਨਾ ਅਮਨੀਤ ਕੋਂਡਲ, ਐਸ.ਐਸ.ਪੀ. ਲੁਧਿਆਣਾ (ਦਿਹਾਤੀ) ਨਵਨੀਤ ਸਿੰਘ ਬੈਂਸ ਦੇ ਨਾਲ ਇੱਕ ਪ੍ਰੈਸ ਕਾਨਫਰੰਸ ਦੌਰਾਨ ਜਾਣਕਾਰੀ ਦਿੰਦਿਆਂ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਮੈਜਿਸਟਰੇਟ, ਪੁਲਿਸ ਮੁਲਾਜ਼ਮਾਂ ਸਮੇਤ ਕੁੱਲ 126 ਫਲਾਇੰਗ ਸਕੁਐਡ ਟੀਮਾਂ ਦਾ ਗਠਨ ਕੀਤਾ ਗਿਆ ਸੀ। ਇਨ੍ਹਾਂ ਟੀਮਾਂ ਨੂੰ ਕੰਟਰੋਲ ਰੂਮ ਨੂੰ ਰੀਅਲ-ਟਾਈਮ ਫੀਡ ਯਕੀਨੀ ਬਣਾਉਣ ਅਤੇ ਜ਼ਮੀਨੀ ਪੱਧਰ ‘ਤੇ ਪੂਰੀ ਨਿਗਰਾਨੀ ਰੱਖਣ ਲਈ ਕੈਮਰਿਆਂ ਨਾਲ ਲੈਸ ਵਾਹਨ ਦਿੱਤੇ ਗਏ।
ਉਨ੍ਹਾਂ ਦੱਸਿਆ ਕਿ ਆਦਰਸ਼ ਚੋਣ ਜ਼ਾਬਤਾ ਲਾਗੂ ਹੋਣ ਤੋਂ ਬਾਅਦ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ 9360 ਹੋਰਡਿੰਗਜ਼, ਬੈਨਰ, ਪੋਸਟਰ ਹਟਾਏ ਗਏ ਜਿਨ੍ਹਾਂ ਵਿੱਚ 5376 ਜਨਤਕ ਅਤੇ 3984 ਨਿੱਜੀ ਜਾਇਦਾਦਾਂ ‘ਤੇ ਸ਼ਾਮਲ ਸਨ। ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਪ੍ਰਸ਼ਾਸਨ ਵੱਲੋਂ ਐਨ.ਜੀ.ਐਸ.ਪੀ. ਪੋਰਟਲ ਅਤੇ ਸੀ-ਵਿਜੀਲ ‘ਤੇ ਦਸਤੀ ਤੌਰ ‘ਤੇ ਪ੍ਰਾਪਤ ਹੋਈਆਂ 94 ਫੀਸਦ ਸ਼ਿਕਾਇਤਾਂ ਦਾ ਨਿਪਟਾਰਾ ਕੀਤਾ ਜਾ ਚੁੱਕਾ ਹੈ।
ਉਨ੍ਹਾਂ ਅੱਗੇ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹਾ ਲੁਧਿਆਣਾ ਦੇ ਸਾਰੇ ਅਸਲਾ ਲਾਇਸੈਂਸ ਧਾਰਕਾਂ ਨੂੰ ਹਦਾਇਤਾਂ ਜਾਰੀ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ ਕਿ ਉਹ 31 ਮਾਰਚ ਤੱਕ ਆਪਣੇ ਲਾਇਸੈਂਸਸ਼ੁਦਾ ਹਥਿਆਰ ਅਤੇ ਅਸਲਾ ਨਜ਼ਦੀਕੀ ਪੁਲਿਸ ਸਟੇਸ਼ਨ ਵਿਖੇ ਜਮ੍ਹਾ ਕਰਵਾਉਣ। ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਜੋ ਬੇਬਸੀ ਕਰਕੇ ਛੋਟ ਦੀ ਮੰਗ ਕਰਨਾ ਚਾਹੁੰਦਾ ਹੈ, ਲਈ ਸਕਰੀਨਿੰਗ ਕਮੇਟੀ ਕੋਲ ਅਰਜ਼ੀ ਦੇ ਸਕਦਾ ਹੈ ਅਤੇ ਉਸਦੀ ਜ਼ਮੀਨੀ ਪੱਧਰ ‘ਤੇ ਸਮੀਖਿਆ ਕੀਤੀ ਜਾਵੇਗੀ।
ਅਜਿਹੀ ਸਥਿਤੀ ਵਿੱਚ ਸਕ੍ਰੀਨਿੰਗ ਕਮੇਟੀ ਦੁਆਰਾ ਤਰਜੀਹੀ ਤੌਰ ‘ਤੇ 24 ਘੰਟਿਆਂ ਦੇ ਅੰਦਰ ਫੈਸਲਾ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਸ ਹੁਕਮ ਦੀ ਪਾਲਣਾ ਨਾ ਕਰਨ ‘ਤੇ ਭਾਰਤੀ ਦੰਡਾਵਲੀ ਦੀਆਂ ਉਚਿਤ ਧਾਰਾਵਾਂ ਅਤੇ ਹੋਰ ਸਬੰਧਤ ਕਾਨੂੰਨਾਂ ਤਹਿਤ ਮੁਕੱਦਮਾ ਚਲਾਇਆ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਭਾਰਤੀ ਚੋਣ ਕਮਿਸ਼ਨ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ ਚੱਲ ਰਹੀਆਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਦੌਰਾਨ ਪੇਡ ਨਿਊਜ਼ ਅਤੇ ਇਸ਼ਤਿਹਾਰੀ ਸਮੱਗਰੀ ‘ਤੇ ਵੀ ਪੂਰੀ ਨਜ਼ਰ ਰੱਖੇਗਾ।
ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਐਮ.ਸੀ.ਐਮ. ਕਮੇਟੀ ਨਿਊਜ਼ ਚੈਨਲਾਂ/ਸੋਸ਼ਲ ਮੀਡੀਆ ਦੇ ਨਾਲ-ਨਾਲ ਅਖਬਾਰਾਂ ਵਿੱਚ ਖਬਰਾਂ ਦੀ ਸਮੱਗਰੀ ਦੀ ਨੇੜਿਓਂ ਨਿਗਰਾਨੀ ਕਰੇਗੀ। ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਸਾਹਨੀ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਚੋਣ ਕਮਿਸ਼ਨ ਨੇ ਹੁਣ ਪੋਲਿੰਗ ਦਿਨ ਦੀ ਕਵਰੇਜ ਵਿੱਚ ਲੱਗੇ ਅਧਿਕਾਰਤ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਪੋਸਟਲ ਬੈਲਟ ਰਾਹੀਂ ਆਪਣੀ ਵੋਟ ਪਾਉਣ ਦੀ ਸਹੂਲਤ ਪ੍ਰਦਾਨ ਕੀਤੀ ਹੈ।
ਇਹ ਸਹੂਲਤ ਸਿਰਫ਼ ਉਨ੍ਹਾਂ ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਹੀ ਮਿਲੇਗੀ ਜਿਨ੍ਹਾਂ ਨੂੰ ਚੋਣ ਕਮਿਸ਼ਨ ਵੱਲੋਂ ਚੋਣ ਕਾਰਜਾਂ ਦੀ ਕਵਰੇਜ ਲਈ ਅਧਿਕਾਰ ਪੱਤਰ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਹੈ। ਪੱਤਰਕਾਰਾਂ ਨੂੰ ਆਪਣਾ ਅਧਿਕਾਰ ਪੱਤਰ ਨੱਥੀ ਕਰਕੇ ਪੋਸਟਲ ਬੈਲਟ ਰਾਹੀਂ ਵੋਟ ਪਾਉਣ ਲਈ ਅਪਲਾਈ ਕਰਨਾ ਹੋਵੇਗਾ। ਜ਼ਿਲ੍ਹਾ ਚੋਣ ਅਫ਼ਸਰ ਨੇ ਲੁਧਿਆਣਾ ਵਿੱਚ ਪਾਰਦਰਸ਼ੀ, ਆਜ਼ਾਦ ਅਤੇ ਨਿਰਪੱਖ ਚੋਣਾਂ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਆਪਣੀ ਵਚਨਬੱਧਤਾ ਜ਼ਾਹਰ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਚੋਣਾਂ ਨੂੰ ਅਮਨ-ਅਮਾਨ ਅਤੇ ਪਾਰਦਰਸ਼ੀ ਢੰਗ ਨਾਲ ਕਰਵਾਉਣਾ ਪ੍ਰਸ਼ਾਸਨ ਦੀ ਮੁੱਖ ਤਰਜੀਹ ਹੈ ਅਤੇ ਇਸ ਵਿਸ਼ਾਲ ਕਾਰਜ ਨੂੰ ਬੇਰੋਕ ਨੇਪਰੇ ਚਾੜ੍ਹਨ ਲਈ ਹਰ ਸੰਭਵ ਯਤਨ ਕੀਤੇ ਜਾਣਗੇ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਦੇਸ਼ ਦੀਆਂ ਸਭ ਤੋਂ ਵੱਡੀਆਂ ਕਵਾਇਦਾਂ ਵਿੱਚੋਂ ਇੱਕ ਹਨ, ਜਿਸ ਵਿੱਚ ਸਮਾਜ ਦਾ ਹਰ ਵਰਗ ਪ੍ਰਸ਼ਾਸਨ ਤੋਂ ਇਸ ਕਾਰਜ ਨੂੰ ਸੁਚੱਜੇ ਢੰਗ ਨਾਲ ਨੇਪਰੇ ਚਾੜ੍ਹਨ ਦਾ ਆਸ ਰੱਖਦਾ ਹੈ। ਐਸ.ਐਸ.ਪੀ. ਖੰਨਾ ਅਮਨੀਤ ਕੋਂਡਲ ਅਤੇ ਐਸ.ਐਸ.ਪੀ. ਲੁਧਿਆਣਾ ਦਿਹਾਤੀ ਨਵਨੀਤ ਸਿੰਘ ਬੈਂਸ ਨੇ ਵੀ ਕਿਹਾ ਕਿ ਹਰ ਅਧਿਕਾਰੀ ਦੀ ਵੱਡੀ ਜ਼ਿੰਮੇਵਾਰੀ ਬਣਦੀ ਹੈ ਕਿ ਉਹ ਆਪਣੀ ਡਿਊਟੀ ਪੂਰੀ ਤਨਦੇਹੀ ਨਾਲ ਨਿਭਾਏ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਚੋਣਾਂ ਦੌਰਾਨ ਕਿਸੇ ਵੀ ਵਿਅਕਤੀ ਨੂੰ ਚੋਣ ਪ੍ਰਕਿਰਿਆ ਵਿੱਚ ਵਿਘਨ ਪਾਉਣ ਦੀ ਇਜਾਜ਼ਤ ਨਹੀਂ ਦਿੱਤੀ ਜਾਵੇਗੀ ਅਤੇ ਜੋ ਵੀ ਵਿਅਕਤੀ ਚੋਣਾਂ ਵਿੱਚ ਖਲਲ ਪੈਦਾ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰੇਗਾ ਉਸ ਖ਼ਿਲਾਫ਼ ਕਾਨੂੰਨ ਦੀਆਂ ਧਾਰਾਵਾਂ ਅਨੁਸਾਰ ਸਖ਼ਤੀ ਨਾਲ ਨਿਪਟਿਆ ਜਾਵੇਗਾ।
