Below Average officers to be issued yellow card while worsen to get red card

S.A.S Nagar : Implementing Punjab Chief Minister’s performance based agenda on ground, Mohali Deputy Commissioner Aashika Jain, on Wednesday, introduced unique performance based criterion for the Revenue Officers of the district SAS Nagar.
She said that performance below the average would be marked with issuing a Yellow Card while no significant improvement shown by the concerned employee, then it would be marked by issuing Red Card by recording entry in their Annual Confidential Report (ACR).
Divulging the details during monthly review meeting of Revenue Department officials at District Administrative Complex, Mohali, on Wednesday, she made it clear that it is time to perform and there is no place for work shirkers. Directing to maintain punctuality of office timing and working, she said if any officer carries additional charge, then it would be mandatory to mention outside the office, the timings or days of availability in that office.
The deputy commissioner instructed the revenue officers to regularly conduct court proceedings, ensuring that all cases older than one year would be decided by August 15, 2023, in all revenue courts. Furthermore, cases pending for over six months must be decided by September 15, 2023.
She said the good performance would be appreciated as well. Applauding the improvement shown to clear 25 percent of the pending mutations, they asked to further reduce the pending cases by 50 percent by August 15, and to resolve all remaining pending cases by September 15, 2023.
She further said that there has been significant progress in the resolution of demarcation cases, with approximately 200 cases being disposed of, during the review period. “There are currently no pending demarcations cases that exceed the designated timeline so all officers are directed to maintain the same level of efficiency in disposing of demarcation cases and to reject any applications where demarcation cannot be possible in lieu of sowing of crop”, she added.
The revenue officers were entrusted with the task of recovery of minimum five percent of the pendency in their respective areas to speed up the pending recoveries. Besides status of SVAMITVA scheme was also discussed and the SDMs asked to clear the pending maps without any further delay.
Similarly, deadline for the preparation and consignment of jamabandi of 2022-23 was also fixed to August 31. Issues related to Land Acquisitions were also taken up and directed to resolve as early as possible for further action.
Further, the deputy commissioner directed all the officers to regularly monitor the pending cases in E-Sewa. The level of pendency in E-Sewa will significantly impact the assessment ratings, including the issuance of yellow and red ratings, for each officer, she added.
All SDMs were tasked with exploring the potential locations for setting up of new Sewa Kendras. Specifically, SDM Kharar will explore the feasibility of opening a Sewa Kendra in the Mullanpur area of Majri Sub Tehsil, while SDM Derabassi will explore the possibility of opening a Sewa Kendra in the Zirakpur Urban area.
DC Aashika Jain asked the SDMs to submit utilization certificates for crop compensation disbursed to beneficiaries before next meeting. Similarly, the deputy commissioner directed the revenue officers to formulate weekly plan of Patwaris to initiate mutations and address any public issues, if arise there.
She said that she herself and other district officers would carry out surprised field visits to check the working of government offices besides to get connect with the public directly to know their issues and to resolve them on the spot.
ADC (G) Paramdeep Singh, SDMs Ravinder Singh Kharar, Himanshu Gupta Derabassi, Sarabjit Kaur Mohali, District Revenue Officer Major Gurjinder Singh Benipal and Tehsildars and Naib Tehsildars were also present in the meeting.
