Keep Check on Intermittent growth of wild Cannabis Plants, Whether in and around populated areas, DC Aashika Jain to officials

S.A.S Nagar : To check the widespread and intermittent growth of wild cannabis plants in and around the urban and rural areas, Deputy Commissioner Mrs. Aashika Jain directed the officials to take action to remove or destroy it with immediate effect. Taking a meeting of urban and local bodies and drug control authorities, here, today, Mrs Jain said that the easy availability of such plants that may be used as drugs can become hazardous for our youth.
She said that any area with the growth of wild cannabis plants small or large should be identified through field teams and report to be furnished under the signature of the head of the office that is concerned EO, BDPO, X.En. PWD, X.En. Mandi Board, DFO, etc. as may be applicable. “Once the area growing cannabis is identified, the concerned land-owning agency shall take immediate steps for destroying the same”, added the Deputy Commissioner.
She further said that even where cannabis is found grown in private land/plots, then the concerned EO, BDPO, town planning authority etc. shall ensure that immediate steps are taken to destroy the same scientifically. She directed the authorities to depute teams for this purpose immediately and daily Action Taken Report shall be furnished to her office by evening of every day
She asked the Chief Agricultural Officer Mohali to ensure that expert guidance concerning the destruction of growing cannabis is obtained from PAU or any other appropriate agency like the drug controlling authority and should be circulated among all concerned departments immediately. Designating Zonal Licensing Authority Mohali as the nodal agency, she asked them to make sure to comply with all instructions.
The Deputy Commissioner said that besides urban areas taken care of by local bodies, the rural authorities can take help of MGNREGA manpower is subject to guidelines to facilitate the forest department for the removal of cannabis.
ADC (G) Rajiv S Tidke, Commissioner MC Mohali Navjot Kaur, ADC (UD) Damanjit Singh Mann, ADC (D) Sonam Chaudhry, Additional Cheif Administrator GMADA, Civil Surgeon Dr Davinder Kumar, Zonal Licensing Authority Kamal Kamboj were among the officers present on the meeting.

ਸ਼ਹਿਰੀ ਅਤੇ ਪੇਂਡੂ ਖੇਤਰਾਂ ਵਿੱਚ ਭੰਗ ਦੇ ਪੌਦਿਆਂ ਦੇ ਵਿਆਪਕ ਵਾਧੇ ਨੂੰ ਰੋਕਣ ਲਈ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ੍ਰੀਮਤੀ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਇਸ ਨੂੰ ਤੁਰੰਤ ਪ੍ਰਭਾਵ ਨਾਲ ਨਸ਼ਟ ਕਰਨ ਲਈ ਤੁਰੰਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾਵੇ। ਅੱਜ ਇੱਥੇ ਸ਼ਹਿਰੀ ਅਤੇ ਦਿਹਾਤੀ ਲੋਕਲ ਬਾਡੀਜ਼ ਅਤੇ ਡਰੱਗ ਕੰਟਰੋਲ ਅਥਾਰਟੀਆਂ ਦੀ ਮੀਟਿੰਗ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਸ੍ਰੀਮਤੀ ਜੈਨ ਨੇ ਕਿਹਾ ਕਿ ਨਸ਼ਿਆਂ ਵਜੋਂ ਵਰਤੇ ਜਾਣ ਵਾਲੇ ਅਜਿਹੇ ਪੌਦਿਆਂ ਦੀ ਆਸਾਨੀ ਨਾਲ ਉਪਲਬਧਤਾ ਸਾਡੇ ਨੌਜਵਾਨਾਂ ਲਈ ਖਤਰਨਾਕ ਬਣ ਸਕਦੀ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੰਗਲੀ ਭੰਗ ਦੇ ਪੌਦੇ ਛੋਟੇ ਜਾਂ ਵੱਡੇ ਹੋਣ ਵਾਲੇ ਕਿਸੇ ਵੀ ਖੇਤਰ ਦੀ ਫੀਲਡ ਟੀਮਾਂ ਰਾਹੀਂ ਸ਼ਨਾਖਤ ਕੀਤੀ ਜਾਵੇ ਅਤੇ ਸਬੰਧਤ ਦਫ਼ਤਰ ਦੇ ਮੁਖੀ ਦੇ ਹਸਤਾਖਰਾਂ ਹੇਠ ਰਿਪੋਰਟ ਪੇਸ਼ ਕੀਤੀ ਜਾਵੇ ਜੋ ਕਿ ਈ.ਓ., ਬੀ.ਡੀ.ਪੀ.ਓ., ਐਕਸ.ਈ.ਐਨ.ਪੀ.ਡਬਲਿਊ.ਡੀ., ਐਕਸ.ਈ.ਐਨ. ਮੰਡੀ ਬੋਰਡ, ਡੀ.ਐਫ.ਓ. ਜਿਵੇਂ ਹੋ ਸਕਦੇ ਹਨ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਕਿਹਾ, “ਇੱਕ ਵਾਰ ਭੰਗ ਵਾਲੇ ਖੇਤਰ ਦੀ ਪਛਾਣ ਹੋ ਜਾਣ ਤੋਂ ਬਾਅਦ, ਸਬੰਧਤ ਜ਼ਮੀਨ ਦੀ ਮਾਲਕੀ ਵਾਲੀ ਏਜੰਸੀ ਉਸ ਨੂੰ ਨਸ਼ਟ ਕਰਨ ਲਈ ਤੁਰੰਤ ਕਦਮ ਚੁੱਕੇ।”
ਉਨ੍ਹਾਂ ਅੱਗੇ ਕਿਹਾ ਕਿ ਜਿੱਥੇ ਵੀ ਨਿੱਜੀ ਜ਼ਮੀਨ/ਪਲਾਟ ਵਿੱਚ ਭੰਗ ਉੱਗੀ ਪਾਈ ਜਾਂਦੀ ਹੈ, ਤਾਂ ਸਬੰਧਤ ਈ.ਓ., ਬੀ.ਡੀ.ਪੀ.ਓ., ਟਾਊਨ ਪਲੈਨਿੰਗ ਅਥਾਰਟੀ ਆਦਿ ਨੂੰ ਇਹ ਯਕੀਨੀ ਬਣਾਉਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਇਸ ਨੂੰ ਵਿਗਿਆਨਕ ਢੰਗ ਨਾਲ ਨਸ਼ਟ ਕਰਨ ਲਈ ਤੁਰੰਤ ਕਦਮ ਚੁੱਕੇ ਜਾਣ। ਉਨ੍ਹਾਂ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਇਸ ਮੰਤਵ ਲਈ ਤੁਰੰਤ ਟੀਮਾਂ ਤਾਇਨਾਤ ਕੀਤੀਆਂ ਜਾਣ ਅਤੇ ਰੋਜ਼ਾਨਾ ਸ਼ਾਮ ਤੱਕ ਐਕਸ਼ਨ ਟੇਕਨ ਰਿਪੋਰਟ ਉਨ੍ਹਾਂ ਦੇ ਦਫ਼ਤਰ ਨੂੰ ਭੇਜੀਆਂ ਜਾਣ।
ਉਨ੍ਹਾਂ ਮੁਹਾਲੀ ਦੇ ਮੁੱਖ ਖੇਤੀਬਾੜੀ ਅਫਸਰ ਨੂੰ ਕਿਹਾ ਕਿ ਉਹ ਇਹ ਯਕੀਨੀ ਬਣਾਉਣ ਕਿ ਭੰਗ ਨੂੰ ਨਸ਼ਟ ਕਰਨ ਬਾਰੇ ਤਕਨੀਕ/ਵਿਧੀ ਪੀਏਯੂ ਮਾਹਿਰਾਂ ਦੀ ਅਗਵਾਈ ਜਾਂ ਡਰੱਗ ਕੰਟਰੋਲ ਅਥਾਰਟੀ ਵਰਗੀ ਕਿਸੇ ਹੋਰ ਢੁਕਵੀਂ ਏਜੰਸੀ ਤੋਂ ਪ੍ਰਾਪਤ ਕੀਤੀ ਜਾਵੇ ਅਤੇ ਇਸ ਨੂੰ ਸਾਰੇ ਸਬੰਧਤ ਵਿਭਾਗਾਂ ਵਿੱਚ ਤੁਰੰਤ ਪਹੁੰਚਾਇਆ ਜਾਵੇ। ਜ਼ੋਨਲ ਲਾਇਸੈਂਸਿੰਗ ਅਥਾਰਟੀ ਮੁਹਾਲੀ ਨੂੰ ਨੋਡਲ ਏਜੰਸੀ ਵਜੋਂ ਮਨੋਨੀਤ ਕਰਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਨੂੰ ਸਾਰੀਆਂ ਹਦਾਇਤਾਂ ਦੀ ਪਾਲਣਾ ਕਰਨਾ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਕਿਹਾ ਕਿ ਸਥਾਨਕ ਸੰਸਥਾਵਾਂ ਦੁਆਰਾ ਦੇਖੇ ਜਾਣ ਵਾਲੇ ਸ਼ਹਿਰੀ ਖੇਤਰਾਂ ਤੋਂ ਇਲਾਵਾ ਦਿਹਾਤੀ ਅਧਿਕਾਰੀਆਂ ਦੀ ਮਦਦ ਲੈ ਸਕਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਮਨਰੇਗਾ ਦੀ ਮਾਨਵੀ ਸ਼ਕਤੀ ਭੰਗ ਨੂੰ ਹਟਾਉਣ ਲਈ ਜੰਗਲਾਤ ਵਿਭਾਗ ਦੇ ਸਹਿਯੋਗ ਲਈ ਉਪਲਬਧ ਦਿਸ਼ਾ ਨਿਰਦੇਸ਼ਾਂ ਦੇ ਅਧੀਨ ਵਰਤੋਂ ਚ ਲਿਆਉਣ ਲਈ ਆਖਿਆ।
