Dog Bites- DC Aashika Jain Orders Local Authorities to Take Immediate Appropriate Action including Animal Birth Control and Pet Registration

S.A.S Nagar : Taking serious note of increasing Dog Bite cases, the Deputy Commissioner Mrs Aashika Jain ordered the local authorities to take immediate appropriate action to ensure relief to the people from the Dog Bite Menace. While mentioning the recent cases of Kharar and Zirakpur, she expressed concern over the cases and asked the concerned Executive Officers to take action as per the Hon’ble Punjab and Haryana High Court directions.

She asked the local bodies to start the Animal Birth Control campaign , ti  prepare proposals of sterilization besides registration of pets with the residents. MC Mohali Commissioner, Mrs Navjot Kaur apprised that the MC has sterilized about 1174 dogs so far under the ABC campaign. The sterilized dogs have also been vaccinated with anti-rabies injections.

Deputy Commissioner asked the Sub Divisional Magistrates to lead the drive in their respective jurisdictions, urban as well as rural to curb the number of stray dogs by implementing Animal Birth Control. Directing the Executive Officers to follow up the cases of recent Dog bites and ensure the implementation of the Directions of High Court regarding compensation to the victims.

She added that the Punjab and Haryana High Court has ruled that in cases relating to dog bite, the financial assistance shall be at a minimum of Rs 10,000 per tooth mark and where the flesh has been pulled off the skin, it shall be a minimum of Rs 20,000 per 0.2 cm of wound. She also asked the Additional Chief Administrator of GMADA to run the ABC programme in the areas falling under the GMADA with the help of nearby Urban Local Bodies.

Directing the District Development and Panchayat Officer Amarinder Pal Singh Chauhan to implement the programme in rural area, she asked him to be in touch with the local SDMs for requisite directions under section 133. The meeting was attended by the ADC (G) Viraj Shyamakarn Tidke, SP (City-1) Akashdeep Singh Aulakh, SP (Rural) Manpreet Singh, SDMs Chandrajyoti Singh Mohali, Himanshu Gupta Derabassi, ACA GMADA Amarinder Singh Tiwana, AC (G) Harjot Kaur Mavi, CMFO Inder Pal besides EOs and BDPOs of the various MCs and Development Blocks.
