Chandigarh/Delhi : The Aam Aadmi Party (AAP) also extended its support to the protest by the Chief Ministers of Karnataka and Kerala at Jantar Mantar in Delhi against the economic discrimination being done by the Central Government with the opposition ruled states.
On Thursday, Delhi Chief Minister Arvind Kejriwal and Punjab Chief Minister Bhagwant Mann joined the demonstration and showed their solidarity against the Centre.Addressing the gathering, Chief Minister Bhagwant Mann thanked Kerala Chief Minister Pinarayi Vijayan and said that he has taken important initiatives to save the Constitution, democracy and federal structure of the country.
He said that at present the attitude of the Central Government towards the states is very worrying. Budget session days are going on, today we would be sitting in our offices making our state budgets, but we have to come to Jantar Mantar for our rights.
He said that Punjab is an agrarian state. The farmers of the state produce 182 lakh metric tons of rice every year and give it to the country. Still, the Central Government is withholding Rs 5500 crore of our Rural Development Fund (RDF). This fund is used to construct and repair the mandis and the roads leading to the mandis in the rural areas. We had to approach the Supreme Court in this matter.
He said that on one hand the Center is withholding our funds and on the other hand the Governor appointed by the Center creates problems for us in daily functioning and works of the government. Last time he declared the Punjab Assembly session illegal. Then we had to stop the session midway and go to the Supreme Court.
There, on the very first date, the court reprimanded him and gave us permission to call the session.In states where BJP is not even in opposition, BJP governors act as opposition. He writes a new letter to the government every day. I have never seen that the Governor of any BJP ruled states of Gujarat, Haryana, Uttar Pradesh and Madhya Pradesh meddling in the works of government there or writing letters to any Chief Minister.
In the Governor case, the Supreme Court gave its verdict in our favor and said that in a democracy, only the elected people have the right to rule. The Governor should not interfere in the functioning of the government. The court said that the Governor does not have the right to stop the bills passed by the Assembly. The Supreme Court has given a similar decision in the Kerala Governor case also.
Similarly, the BJP showed its dictatorial face in the Chandigarh Mayoral election. By using force, they cancelled the votes of our 8 councilors and made their own mayor. The Supreme Court was also surprised to see the fraud of the presiding officer appointed by the BJP. The Chief Justice said that democracy was murdered in the Chandigarh Mayor elections and asked to take action against the people responsible for it.
The Chief Minister accused the Central Government that in order to release some central funds, we are asked to put the photo of Prime Minister Modi on the things related to the schemes. They said that if this condition is not met, the funds will not be released.
Arvind Kejriwal attacked BJP – Central government is using ED as a weapon
The Aam Aadmi Party national convenor and Delhi Chief Minister Arvind Kejriwal attacked the BJP and the Modi government at the Center during his speech at Jantar Mantar. He said that the central government is using ED as its weapon. Earlier, a leader would be jailed after corruption charges were proved. Now ED first sends opposition leaders to jail and then thinks what charges should be leveled against them.

केन्द्र सरकार द्वारा विपक्ष शासित राज्यों के साथ किए जा रहे आर्थिक भेदभाव के खिलाफ दिल्ली में जंतर-मंतर पर कर्नाटक और केरल के मुख्यमंत्रियों के विरोध प्रदर्शन को आम आदमी पार्टी ने भी अपना समर्थन दिया है। वीरवार को पार्टी की तरफ से दिल्ली के मुख्यमंत्री के तौर पर अरविंद केजरीवाल और पंजाब के मुख्यमंत्री भगवंत मान पहुंचे और केंद्र के खिलाफ अपनी एकजुटता दिखाई।
सभा को संबोधित करते हुए मुख्यमंत्री भगवंत मान ने केरल के मुख्यमंत्री पीनराई विजयन का धन्यवाद किया और कहा कि उन्होंने देश के संविधान, लोकतंत्र और संघीय ढांचे को बचाने के लिए महत्वपूर्ण पहल की है। उन्होंने कहा कि वर्तमान समय में केंद्र सरकार का राज्यों के साथ रवैया बेहद चिंताजनक है। अभी बजट के दिन चल रहे हैं। आज हम अपने-अपने दफ्तरों में बैठकर बजट बना रहे होते, लेकिन हमें अपना हक मांगने के लिए जंतर मंतर पर आना पड़ रहा है।
उन्होंने कहा कि पंजाब कृषि राज्य है। राज्य के किसान हर साल 182 लाख मीट्रिक टन चावल पैदा कर कर देश को देते हैं। फिर भी केंद्र सरकार ने हमारा ग्रामीण विकास फंड (आरडीएफ) का 5500 करोड़ रोक रखा है। इस फंड का उपयोग मंडियों और मंडियों को जाने वाली सड़कों को बनाने और मरम्मत कार्यों में होता है। हमें इसके लिए सुप्रीम कोर्ट का दरवाजा खटखटाना पड़ा है।
उन्होंने कहा कि एक तरफ केंद्र हमारे फंड रोक रखे हैं और दूसरी तरफ केंद्र द्वारा नियुक्त राज्यपाल हमें रोजाना के सरकारी कामकाज में परेशानियां उत्पन्न करते हैं। पिछली बार उन्होंने पंजाब विधानसभा सत्र को ही गैरकानूनी बता दिया था। फिर हमें सत्र को बीच में बंद करके सुप्रीम कोर्ट जाना पड़ा। वहां पहली तारीख पर ही उन्हें कोर्ट ने फटकार लगाई और हमें सत्र बुलाने की मंजूरी दी।
जिन राज्यों में भाजपा विपक्ष में नहीं होती, वहां भाजपा के राज्यपाल विपक्ष का काम करते हैं। वह हर रोज नई चिट्ठी सरकार को लिखते हैं। मैंने कभी नहीं देखा कि किसी भाजपा शासित राज्यों गुजरात, हरियाणा, उत्तर प्रदेश और मध्य प्रदेश के गवर्नर ने किसी मुख्यमंत्री को कोई चिट्ठी लिखी हो।राज्यपाल मामले में उच्चतम न्यायालय ने हमारे पक्ष में फैसला देते हुए कहा कि लोकतंत्र में जनता द्वारा चुने हुए लोगों को ही शासन करने का अधिकार है।
राज्यपाल को सरकार के कामकाज में दखलंदाजी नहीं करनी चाहिए। कोर्ट ने कहा कि राजपाल के पास विधानसभा से पारित हुए विधेयकों को रोकने का अधिकार नहीं है। केरल के राज्यपाल मामले में भी सुप्रीम कोर्ट ने ऐसा ही फैसला सुनाया है। इसी तरह चंडीगढ़ में भी भाजपा ने तानाशाही की है। धक्केशाही करके हमारे 8 पार्षदों के वोट रद्द कर दिए और अपना मेयर बना लिया।
सुप्रीम कोर्ट भी भाजपा द्वारा नियुक्त पीठासीन अधिकारी का फर्जीवाड़ा देखकर हैरान रह गया। मुख्य न्यायाधीश ने स्पष्ट रूप से कहा कि चंडीगढ़ मेयर चुनाव में लोकतंत्र की हत्या हुई।मुख्यमंत्री ने केन्द्र सरकार पर आरोप लगाया और कहा कि कुछ केंद्रीय फंड जारी करने के लिए हमें योजनाओं से जुड़ी चीजों पर प्रधानमंत्री मोदी की फोटो लगाने को बोला जाता है। यह शर्त नहीं मानने पर फंड रीलिज नहीं किए जाते।

आम आदमी पार्टी के राष्ट्रीय संयोजक और दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने जंतर-मंतर पर अपने भाषण के दौरान भाजपा और केंद्र की मोदी सरकार पर हमला बोला। उन्होंने कहा कि केंद्र सरकार ईडी को अपने हथियार की तरह इस्तेमाल कर रही है। पहले किसी नेता पर लगे भ्रष्टाचार के आरोप साबित होने के बाद जेल होता था। अब ईडी पहले जेल भेजती है और फिर सोचती है इसपर क्या आरोप लगाए जाएं।

ਕੇਂਦਰ ਸਰਕਾਰ ਵੱਲੋਂ ਵਿਰੋਧੀ ਸ਼ਾਸਿਤ ਰਾਜਾਂ ਨਾਲ ਕੀਤੇ ਜਾ ਰਹੇ ਆਰਥਿਕ ਵਿਤਕਰੇ ਵਿਰੁੱਧ ਦਿੱਲੀ ਦੇ ਜੰਤਰ-ਮੰਤਰ ਵਿਖੇ ਕਰਨਾਟਕ ਅਤੇ ਕੇਰਲਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀਆਂ ਵੱਲੋਂ ਦਿੱਤੇ ਜਾ ਰਹੇ ਧਰਨੇ ਨੂੰ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਨੇ ਵੀ ਸਮਰਥਨ ਦਿੱਤਾ ਹੈ। ਵੀਰਵਾਰ ਨੂੰ ਦਿੱਲੀ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਅਤੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਪਾਰਟੀ ਦੀ ਤਰਫੋਂ ਪਹੁੰਚੇ ਅਤੇ ਕੇਂਦਰ ਦੇ ਖਿਲਾਫ ਆਪਣੀ ਇਕਜੁੱਟਤਾ ਦਿਖਾਈ।
ਸਮਾਗਮ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਕੇਰਲ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਪਿਨਰਾਈ ਵਿਜਯਨ ਦਾ ਧੰਨਵਾਦ ਕਰਦਿਆਂ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੇ ਦੇਸ਼ ਦੇ ਸੰਵਿਧਾਨ, ਲੋਕਤੰਤਰ ਅਤੇ ਸੰਘੀ ਢਾਂਚੇ ਨੂੰ ਬਚਾਉਣ ਲਈ ਅਹਿਮ ਪਹਿਲਕਦਮੀਆਂ ਕੀਤੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਵੇਲੇ ਕੇਂਦਰ ਸਰਕਾਰ ਦਾ ਰਾਜਾਂ ਪ੍ਰਤੀ ਰਵੱਈਆ ਬਹੁਤ ਚਿੰਤਾਜਨਕ ਹੈ। ਇਸ ਸਮੇਂ ਬਜਟ ਦੇ ਦਿਨ ਚੱਲ ਰਹੇ ਹਨ। ਅੱਜ ਅਸੀਂ ਆਪਣੇ ਦਫ਼ਤਰਾਂ ਵਿੱਚ ਬੈਠ ਕੇ ਬਜਟ ਬਣਾ ਰਹੇ ਹੁੰਦੇ, ਪਰ ਸਾਨੂੰ ਆਪਣਾ ਹੱਕ ਮੰਗਣ ਲਈ ਜੰਤਰ-ਮੰਤਰ ਆਉਣਾ ਪੈਂਦਾ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਖੇਤੀ ਪ੍ਰਧਾਨ ਸੂਬਾ ਹੈ। ਸੂਬੇ ਦੇ ਕਿਸਾਨ ਹਰ ਸਾਲ 182 ਲੱਖ ਮੀਟ੍ਰਿਕ ਟਨ ਚੌਲ ਪੈਦਾ ਕਰਕੇ ਦੇਸ਼ ਨੂੰ ਦਿੰਦੇ ਹਨ। ਫਿਰ ਵੀ ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਸਾਡੇ ਪੇਂਡੂ ਵਿਕਾਸ ਫੰਡ (ਆਰਡੀਐਫ) ਦੇ 5500 ਕਰੋੜ ਰੁਪਏ ਰੋਕ ਲਏ ਹਨ। ਇਸ ਫੰਡ ਦੀ ਵਰਤੋਂ ਮੰਡੀਆਂ ਅਤੇ ਮੰਡੀਆਂ ਨੂੰ ਜਾਣ ਵਾਲੀਆਂ ਸੜਕਾਂ ਦੀ ਉਸਾਰੀ ਅਤੇ ਮੁਰੰਮਤ ਲਈ ਕੀਤੀ ਜਾਂਦੀ ਹੈ। ਇਸ ਲਈ ਸਾਨੂੰ ਸੁਪਰੀਮ ਕੋਰਟ ਤੱਕ ਪਹੁੰਚ ਕਰਨੀ ਪਈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇੱਕ ਪਾਸੇ ਕੇਂਦਰ ਸਾਡੇ ਫੰਡ ਰੋਕ ਰਿਹਾ ਹੈ ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਕੇਂਦਰ ਵੱਲੋਂ ਨਿਯੁਕਤ ਰਾਜਪਾਲ ਰੋਜ਼ਾਨਾ ਸਰਕਾਰੀ ਕੰਮਾਂ ਵਿੱਚ ਸਾਡੇ ਲਈ ਮੁਸ਼ਕਲਾਂ ਪੈਦਾ ਕਰਦੇ ਹਨ। ਪਿਛਲੀ ਵਾਰ ਉਨ੍ਹਾਂ ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਦੇ ਸੈਸ਼ਨ ਨੂੰ ਹੀ ਗੈਰ-ਕਾਨੂੰਨੀ ਕਰਾਰ ਦਿੱਤਾ ਸੀ। ਫਿਰ ਸਾਨੂੰ ਸੈਸ਼ਨ ਅੱਧ ਵਿਚਾਲੇ ਰੋਕਣਾ ਪਿਆ ਅਤੇ ਸੁਪਰੀਮ ਕੋਰਟ ਜਾਣਾ ਪਿਆ। ਉੱਥੇ ਪਹਿਲੀ ਤਰੀਕ ‘ਤੇ ਹੀ ਅਦਾਲਤ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਫਟਕਾਰ ਲਗਾਈ ਅਤੇ ਸਾਨੂੰ ਸੈਸ਼ਨ ਬੁਲਾਉਣ ਦੀ ਇਜਾਜ਼ਤ ਦੇ ਦਿੱਤੀ।
ਜਿਨ੍ਹਾਂ ਰਾਜਾਂ ਵਿੱਚ ਭਾਜਪਾ ਵਿਰੋਧੀ ਧਿਰ ਵਿੱਚ ਨਹੀਂ ਹੈ, ਉੱਥੇ ਭਾਜਪਾ ਦੇ ਰਾਜਪਾਲ ਵਿਰੋਧੀ ਧਿਰ ਵਜੋਂ ਕੰਮ ਕਰਦੇ ਹਨ। ਉਹ ਹਰ ਰੋਜ਼ ਸਰਕਾਰ ਨੂੰ ਨਵੀਂ ਚਿੱਠੀ ਲਿਖਦੇ ਹਨ। ਮੈਂ ਕਦੇ ਨਹੀਂ ਦੇਖਿਆ ਕਿ ਕਿਸੇ ਵੀ ਭਾਜਪਾ ਸ਼ਾਸਿਤ ਰਾਜਾਂ ਗੁਜਰਾਤ, ਹਰਿਆਣਾ, ਉੱਤਰ ਪ੍ਰਦੇਸ਼ ਅਤੇ ਮੱਧ ਪ੍ਰਦੇਸ਼ ਦੇ ਰਾਜਪਾਲ ਨੇ ਕਿਸੇ ਮੁੱਖ ਮੰਤਰੀ ਨੂੰ ਕੋਈ ਪੱਤਰ ਲਿਖਿਆ ਹੋਵੇ।
ਰਾਜਪਾਲ ਮਾਮਲੇ ਵਿੱਚ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਸਾਡੇ ਹੱਕ ਵਿੱਚ ਫੈਸਲਾ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਲੋਕਤੰਤਰ ਵਿੱਚ ਸਿਰਫ਼ ਲੋਕਾਂ ਵੱਲੋਂ ਚੁਣੇ ਗਏ ਲੋਕਾਂ ਨੂੰ ਹੀ ਰਾਜ ਕਰਨ ਦਾ ਅਧਿਕਾਰ ਹੈ। ਰਾਜਪਾਲ ਨੂੰ ਸਰਕਾਰ ਦੇ ਕੰਮਕਾਜ ਵਿੱਚ ਦਖ਼ਲ ਨਹੀਂ ਦੇਣਾ ਚਾਹੀਦਾ। ਅਦਾਲਤ ਨੇ ਕਿਹਾ ਕਿ ਰਾਜਪਾਲ ਨੂੰ ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਪਾਸ ਕੀਤੇ ਗਏ ਬਿੱਲਾਂ ਨੂੰ ਰੋਕਣ ਦਾ ਅਧਿਕਾਰ ਨਹੀਂ ਹੈ। ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ ਕੇਰਲ ਦੇ ਰਾਜਪਾਲ ਮਾਮਲੇ ‘ਚ ਵੀ ਅਜਿਹਾ ਹੀ ਫੈਸਲਾ ਦਿੱਤਾ ਹੈ।
ਇਸੇ ਤਰ੍ਹਾਂ ਚੰਡੀਗੜ੍ਹ ਵਿੱਚ ਵੀ ਭਾਜਪਾ ਨੇ ਤਾਨਾਸ਼ਾਹੀ ਦਾ ਅਭਿਆਸ ਕੀਤਾ ਹੈ। ਉਸ ਨੇ ਤਾਕਤ ਦੀ ਵਰਤੋਂ ਕਰਕੇ ਸਾਡੇ 8 ਕੌਂਸਲਰਾਂ ਦੀਆਂ ਵੋਟਾਂ ਰੱਦ ਕਰਵਾ ਕੇ ਆਪਣਾ ਮੇਅਰ ਬਣਾ ਲਿਆ। ਭਾਜਪਾ ਵੱਲੋਂ ਨਿਯੁਕਤ ਪ੍ਰੀਜ਼ਾਈਡਿੰਗ ਅਫ਼ਸਰ ਦੀ ਧੋਖਾਧੜੀ ਦੇਖ ਕੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵੀ ਹੈਰਾਨ ਰਹਿ ਗਈ। ਚੀਫ਼ ਜਸਟਿਸ ਨੇ ਸਾਫ਼ ਕਿਹਾ ਕਿ ਚੰਡੀਗੜ੍ਹ ਮੇਅਰ ਚੋਣਾਂ ਵਿੱਚ ਲੋਕਤੰਤਰ ਦਾ ਕਤਲ ਹੋਇਆ ਹੈ।
ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ‘ਤੇ ਦੋਸ਼ ਲਾਉਂਦਿਆਂ ਕਿਹਾ ਕਿ ਕੁਝ ਕੇਂਦਰੀ ਫੰਡ ਜਾਰੀ ਕਰਨ ਲਈ ਸਾਨੂੰ ਯੋਜਨਾਵਾਂ ਨਾਲ ਸਬੰਧਤ ਚੀਜ਼ਾਂ ‘ਤੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਦੀ ਫੋਟੋ ਲਗਾਉਣ ਲਈ ਕਿਹਾ ਜਾਂਦਾ ਹੈ। ਜੇਕਰ ਇਹ ਸ਼ਰਤ ਪੂਰੀ ਨਹੀਂ ਕੀਤੀ ਜਾਂਦੀ, ਤਾਂ ਫੰਡ ਜਾਰੀ ਨਹੀਂ ਕੀਤੇ ਜਾਂਦੇ।
ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਨੇ ਭਾਜਪਾ ‘ਤੇ ਹਮਲਾ ਬੋਲਦਿਆਂ ਕਿਹਾ- ਕੇਂਦਰ ਸਰਕਾਰ ਈਡੀ ਨੂੰ ਹਥਿਆਰ ਵਜੋਂ ਵਰਤ ਰਹੀ ਹੈ
ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਰਾਸ਼ਟਰੀ ਕਨਵੀਨਰ ਅਤੇ ਦਿੱਲੀ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਅਰਵਿੰਦ ਕੇਜਰੀਵਾਲ ਨੇ ਜੰਤਰ-ਮੰਤਰ ‘ਤੇ ਆਪਣੇ ਭਾਸ਼ਣ ਦੌਰਾਨ ਕੇਂਦਰ ਦੀ ਭਾਜਪਾ ਅਤੇ ਮੋਦੀ ਸਰਕਾਰ ‘ਤੇ ਹਮਲਾ ਬੋਲਿਆ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰ ਸਰਕਾਰ ਈਡੀ ਨੂੰ ਆਪਣੇ ਹਥਿਆਰ ਵਜੋਂ ਵਰਤ ਰਹੀ ਹੈ। ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਦੇ ਦੋਸ਼ ਸਾਬਤ ਹੋਣ ‘ਤੇ ਕਿਸੇ ਨੇਤਾ ਨੂੰ ਜੇਲ੍ਹ ਜਾਣਾ ਪੈਂਦਾ ਸੀ। ਹੁਣ ਈਡੀ ਪਹਿਲਾਂ ਉਸ ਨੂੰ ਜੇਲ੍ਹ ਭੇਜਦੀ ਹੈ ਅਤੇ ਫਿਰ ਸੋਚਦੀ ਹੈ ਕਿ ਉਸ ‘ਤੇ ਕੀ ਦੋਸ਼ ਲਾਏ ਜਾਣ।
