Punjab’s new industrial park policy to boost growth and ease of business
Punjab’s Industry and Commerce Minister, Sanjeev Arora, announced on Thursday that the state government is finalizing a new Industrial Park Policy aimed at fostering industrial growth and enhancing the ease of doing business in Punjab. During a press conference, Arora emphasized that the policy, currently in the drafting stage, is designed to be among the most competitive in India.
“The Industrial Park Policy will provide a robust framework to support industrial expansion by offering state-of-the-art infrastructure and comprehensive facilities within designated industrial parks,” Arora stated. He highlighted that these parks will streamline business operations, attract investments, and create a conducive environment for industries to thrive.
Arora highlighted the launch of the Fasttrack Punjab portal (fasttrack.punjab.gov.in) on June 10, 2025. The portal, designed to expedite approvals and clearances, has received 1,431 applications to date. Of these, 684 have been processed within the stipulated time, while the remaining 747 are under review and expected to be cleared soon.
“The Fasttrack Punjab portal reflects our commitment to transparency and efficiency, ensuring businesses face minimal delays,” Arora added. The Minister also detailed significant infrastructure investments. The Punjab Small Industries and Export Corporation (PSIEC) has allocated Rs 100 crores for upgrading infrastructure across various focal points in the state.
Tenders worth Rs 70 crore have already been issued, with the remaining Rs 30 crore in the tendering process. In Ludhiana specifically, the Municipal Corporation will invest Rs 55 crore to enhance local infrastructure, ensuring better connectivity and facilities for industrial and commercial activities.
He also unveiled plans for the construction of three state-of-the-art exhibition centres in Ludhiana, Amritsar, and Mohali. These centres aim to boost trade, promote local industries, and provide platforms for showcasing products and innovations.
The land for the Mohali exhibition centre has already been identified, while the government is actively scouting suitable locations in Ludhiana and Amritsar. Arora also added that through the One-Time Settlement Scheme, nearly 40-year-old issues have been resolved, which has been warmly welcomed by the industry.
An appellate authority has been established for canceled plots to ensure timely resolution. Furthermore, the clubbing and de-clubbing of industrial plots has been implemented, enabling entrepreneurs to make better use of their land. Industrialists can now also convert leasehold plots or sheds into freehold.
The government is also granting ownership of plots allotted on lease, so that entrepreneurs can conduct financial transactions with ease. The Cabinet Minister also shared that last year, the Punjab Government provided incentives worth Rs 90 crore to industrialists, and now, within just 5 months, incentives worth Rs 222 crore have already been given.
He also informed that a new portal has already been launched for setting up industries in Punjab, through which all approvals are granted within 45 days under a single-window system. In fact, approvals begin to be issued as early as the third or fourth day, so industrialists will not even have to wait the full 45 days.
Arora reiterated the Punjab government’s dedication to creating a business-friendly ecosystem, stating, “Our goal is to position Punjab as a leading industrial hub by providing unparalleled support to entrepreneurs and investors besides generating employment, attracting new industries, and strengthening Punjab’s economic landscape.
Earlier in the day, Arora held a meeting with key departments’ officials to review industry, Labour, PSPCL, MC, PWD and other schemes related to the industry and address implementation challenges. The discussions focused on enhancing coordination and resolving bottlenecks to ensure the effective execution of industrial and economic programs.
Prominent amongst those present on this occasion included Punjab Development Commission Member Vaibhav Maheshwari, Director Industries Surabhi Malik, Deputy Commissioner Himanshu Jain, GLADA Chief Administrator Sandeep Kumar, Additional CEO (Invest Punjab) Rahul Chaba, DCP Rupinder Pal Singh and others.
