Awareness cum Interaction program on NGDRS and ULPIN held at Srinagar

Srinagar : To commemorate the 75 years of India’s Independence, “Azadi Ka Amrut Mahotsav”, the District Administration Srinagar in collaboration with Department of Registrations Srinagar held an Awareness cum Interaction programme on benefits of “National Generic Document Registration System” (NGDRS) and Unique Land Parcel Identification Number(ULPIN) at meeting hall of DC office here on Saturday.The programme was presided over by Deputy Commissioner Srinagar, Mohammad Aijaz Asad, while Inspector General Registration, Arshid Ayoub and Special Secretary Revenue Department, K.K.Sidha were present on the occasion.Additional Deputy Commissioner, Srinagar/ Registrar, Syed Hanief Balkhi, Assistant Commisioner, Nazool, Sandeep Singh Bali, SDM East, Owais Mushtaq, SDM West, Akshay Labroo, Sub Registrar Srinagar East, Javed Masoodi, besides Deed writer, Petition writers, Revenue officials and other stakeholders also participated in the programme and were apprised about the benefits of online property registration(NGDRS). At the outset, the DC said that NGDRS is an IT service and delivery of some of the initiatives of Digital India, the system will reduce human intervention and will enable it to maintain a uniform land record registration system.The DC impressed upon the officers that proccess of property Registration is a very sensitive matter and they must verify the records minutely and carefully to ensure Registration is done in favour legal owner.
Inspector General, Registration also addressed the gathering and gave an overview on NGDRS. He said it is a system for land record maintenance and registration, developed by the department of land resources of Government of India.We are entering in a new era of technology and it is the endeavor of the department to keep pace with the present day technological innovations to take its work towards huge success, he added. He said that once the system is implemented, the property buyers will not have to visit the registration office again and again to get their property registered.The Resource person also gave a detailed explanation on the entire process, right from applying for registration to paying stamp duty and court fee online to the stakeholders.The participants were informed that the people will get an appointment date on which they will have to appear at the Registrar’s office, only for the final signing of documents and registration.The NGDRS system would help property buyers know the circle rate for land across JK besides understanding the type of land, and any person can access the website where stamp and duty rates are notified.Besides, awareness regarding the Unique Land Parcel Identification Number (ULPIN) scheme, which has been launched in 10 States and will be rolled out across the country by March 2022, was also given to the participants as “the Aadhaar for land”, it is a number that would uniquely identify every surveyed parcel of land and prevent land fraud, especially in the hinterlands of rural areas.The ADC expressed hope that the workshop would be of great help for the participants to further develop their skills in the field.During the programme, a detailed PowerPoint presentation was given on the benefits of NGDRS.Later, the DC Srinagar and IG Registration handed over Registration Documents/ Certificates to the Clients.
