Police officers should dispose off pending cases as soon as possible : Anil Vij

Timeline framed to dispose of pending cases from SHO to ADGP-Vij

Chandigarh : Haryana Home Minister, Anil Vij said that a crime-related portal would be prepared to check crime, after which every concerned police officer would be able to see crime case information through the portal at his own level. Further action will also be taken on that matter by the concerned officer. Apart from this, Sh. Vij today directed the police officers in a strict tone to clear all the pending cases with them dispose off at the earliest. In this episode, Sh. Vij today informed the police officers by fixing the time period for disposal of upcoming cases.The Home Minister was presiding over a meeting of police department officers here today through video conferencing.

Everyone’s responsibility and accountability will be fixed-vij
During the meeting, while giving a timeline regarding the disposal of pending cases, he said that the cases are pending with the Police Department for 6-6 months and year after year and people do not get justice because they have the opportunity to meet people from all over Haryana. He said that at present it is the responsibility of the SHO to deal with the cases coming under his jurisdiction, but now we are going to fix the responsibility and accountability of everyone that due to this officer and employee, there was a delay in such a case.Sh. Vij said that under responsibility and accountability, if any case remains pending for more than 10 days from today, then its responsibility and accountability will be of the concerned SHO. Similarly, if any case remains pending for more than 20 days, then responsibility and accountability will be of the concerned DSP rank officer and if any case remains pending for more than 30 days, then responsibility and accountability will be of the concerned ASP rank officer.

Similarly, if any case remains pending for more than 45 days, then the responsibility and accountability will be of the concerned SP and the concerned SP will have to give his comments regarding the delay in such case along with the record that due to which there was delay in disposal of this case. Similarly, if any case remains pending for more than 60 days, the responsibility and accountability will be of the concerned IG or CP and the concerned IG or CP will have to give his comments regarding the delay of a particular case along with the record as to why the matter is pending. Sh. Vij said that if delay is found in any case more than 60 days, then the Additional Director General of Police concerned will have to give his reply along with the records.

“Won’t let the hard work of the Chief Minister of the state be spoiled” – Vij
Sh. Vij said that “the Chief Minister of the state is working very hard, I will not let his hard work go to spoiled”. Encouraging the police officers, he said that “I have full faith in you that you will not let the hard work of the Chief Minister go to waste”. He said that “we all have taken an oath to establish rule of law, so we all together will serve the people of the state so that time bound justice can be given to the people of the state”.
Make sure to follow the police covid protocols / SOP – Vij
The Home Minister told the police officers in the meeting that at present the Covid infection is increasing rapidly and in the last two waves of Covid infection, the police personnel and officers have done excellent work and during this some of our police personnel were also martyred. He said that now the third wave of Covid infection has come and the government issues SOPs from time to time and it becomes the duty of the police officers and employees to implement those SOPs, hence these protocols and SOPs by the police in the state such as wearing of masks, Night curfew and market opening hours etc. will have to be implemented in letter and spirit. Sh. Vij said that as it is being told that the existing Omicron variant is infecting people very swiftly, the number of infections is very likely to increase in the coming days. Sh. Vij said that we can save our state from the Covid infection if the policy of “No Mask-No Service” is adopted.

Challan teams should be placed at important identified places – Vij
Sh. Vij directed the police officers that challan teams should be deployed at important identified places to prevent the rapid spread of Covid infection and in this direction, make sure people wear masks by distributing masks free of cost or by imposing fines. He said that people who do not have get two vaccines in the institutions are not allowed to enter, check them also and there is a provision for imposing a fine of Rs.5000. He told the police officers clearly that no laxity of any kind would be tolerated in implementing the Covid protocol.Similarly, while directing the police officers, he said that for those police personnel or officers and employees who have not received the first or second dose of vaccine, then the concerned superintendent of police/officer should organize a camp at his area and all such personnel should be vaccinated.
Keep the police stations clean-vij
During the meeting, Sh. Vij said that the police stations should be revamped to give working environment and keep the police station neat and clean. He directed the police officers of the district to inspect the police stations under their jurisdiction and get corrective work done. He said that recently the police station of Fatehabad’s Bhathukalan has been awarded at the national level, so he wants all the police stations of Haryana to proceed on the same lines. He said that wherever police stations are being rented, a list should be prepared and taking further action to shift them to a permanent building, a committee should be formed so that all such police stations can be given permanent buildings. On this, the Home Minister was aprised that one nodal officer each at district level and state level has been deputed. Sh. Vij was also apprised that at present 16 police stations are under construction.

A separate register will be set up in every district for each complaint sent by Vij
During the meeting, Sh. Vij directed the police officers that a separate register should be maintained in every district for each complaint sent by him and only officers above the level of DSP should take further action on it. He said that only after the complaint is completely disposed of, its report should be sent to the ADGP concerned.
Police Public Committees will be formed – Vij
During the meeting, with regard to the formation of Police Public Committees, the Home Minister instructed the police officers that they should constitute committees within the next one week and list the addresses and mobile numbers of all the prominent persons included in these committees send to him. In the meeting, Sh. Vij directed the police officers to prepare SOP related to unclaimed vehicles and send it to all concerned so that the cases of such unclaimed vehicles can be disposed of.In the meeting, crackdown on illegal mining, proclaim offenders and history sheeter criminals, arrest of illegal weapons, checking of explosive storage, crackdown on illegal liquor business, crime, murder, rape, dacoity, vehicle theft, kidnapping, cyber crime etc. were also discussed on which Sh. Vij directed the police officers to take necessary action.During this, Director General of Police Sh. PK Agrawal assured that whatever instructions and guidance have been given by the Home Minister Sh. Anil Vij in today’s meeting, the Police Department will make every effort to fulfill their expectations and aspirations.Additional Chief Secretary of Home Department Sh. Rajiv Arora, Director General of Police Sh. PK Agarwal, Additional Directors General of Police Sh. AS Chawla, OP Singh, Alok Mittal, Secretary Home Department Sh. Balkar Singh and IG Amitabh Dhillon were present in the meeting.
