10 services of Labour Department now under ambit of Right to Service Act

The Haryana Government has brought 10 services of the Labour Department within the ambit of the Right to Service Act, 2014, ensuring a defined timeline for their delivery. According to notification issued in this regard by Chief Secretary Sh. Anurag Rastogi, the registration of the principal employer’s establishment and licence for contractors under provision of contract Labour (Regulation and Abolition) Act, 1970 (Central Act 37 of 1970) must be completed within 26 days.
Approval of plans from the Factory Department and issuance of factory licences under the Factories Act, 1948 (Central Act 63 of 1948) must be provided within 45 days. Shop registration under the Punjab Shops and Commercial Establishment Act, 1958 (Punjab Act 15 of 1958) is to be completed within 1 day for basic verification and within 15 days if Know Your Customer (KYC) verification is involved. Renewal of licence for contractors under the provisions of the Contract Labour (Regulation and Abolition) Act, 1970 (Central Act 37 of 1970) is to be processed within 26 days.
Renewal of factory licence under the provisions of the Factories Act, 1948 (Central Act, 63 of 1948) is to be done in 45 days. Apart from this, the registration of establishments engaged in the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 (Central Act 27 of 1996) is to be completed within 30 days. Registration of principal employer’s establishment under the provisions of Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 (Central Act 30 of 1979) must also be completed within 26 days.
Registration/Renewal of construction workers as beneficiary of Haryana Building and Other Construction Workers’ Welfare Board (HBOCWW Board) is to be done within 30 days. Delivery of benefits under various Welfare Schemes of Haryana Building and Other Construction Workers’ Welfare Board must be ensured within 90 days.
Additionally, designated officers, first grievance redressal authorities, and second grievance redressal authorities have been notified to facilitate timely service delivery.
