ACS, Dr. Sumita Misra launches Online Transfer Policy for ADA and DDA

The Haryana Government today launched an Online Transfer Policy for Assistant District Attorney and Deputy District Attorney. This initiative, formally inaugurated by Additional Chief Secretary, Home, Jails Criminal Investigation and Administration of Justice, Dr. Sumita Misra.

Dr. Misra informed that the online transfer policy specifically covers employees from the Assistant District Attorneys (ADA) and Deputy District Attorneys (DDA) cadres. Departmental data reveals 185 ADA employees, with 117 slated for “deemed” transfers and 68 opting for voluntary transfers. 

For the DDA cadre, there are 31 employees, with 15 deemed transfers and 16 voluntary applicants. It was informed that 84% of DDA cadre employees and 76 % of ADA cadre employees have got their station among opted first five preferred station. The online system is designed to systematically fill these vacancies through a fair and transparent process, she added.

During the launch, Dr. Sumita Misra highlighted that this initiative is a significant stride towards good governance and employee-centric administration, echoing the Chief Minister, Sh. Nayab Singh Saini’s broader objective of administrative modernization.

Dr. Misra stated that this digital platform offers multiple benefits to both employees and the department. It eliminates manual intervention, ensuring timely transfers based on predefined criteria while considering both administrative needs and individual preferences. 

Employees can now apply for transfers voluntarily through the portal, and those marked for deemed transfer (based on tenure or policy norms) will be reassigned objectively and transparently. The portal also provides real-time visibility of available vacancies, better aligning demand with supply, She added.

She further stated that the portal developed by Haryana Knowledge Corporation Limited (HKCL) has generated transfer order of eligible employees as per the merit and preferences. This initiative is expected to significantly reduce delays, grievances, and arbitrary decisions in the transfer process, ultimately fostering a more motivated and efficient workforce.

Additional Director, Prosecution Department, Sh. Madan Lal Sharma, Nodal Officer, OTP, IT Cell, Prosecution Department, Sh. Gurpreet Singh and Sh. Sandeep, Assistant besides other officers/official of the Prosecution Department were present during the launch.
