Haryana CM directs completion of Flood Prevention preparations by June 30

Chandigarh : Haryana Chief Minister Sh Nayab Singh has instructed officials to complete flood prevention preparations by June 30, before the onset of monsoon season. Last year, Ambala and Kurukshetra districts suffered significant flood damage. He also emphasized to ensure the completion of works of short-term schemes.
The Chief Minister was presiding over a meeting of Irrigation and Water Resources Department on flood regarding preparations for flood prevention here today. Irrigation and Water Resources Minister Dr. Abhe Singh Yadav was also present in the meeting.
The Chief Minister said that the work of soil filling should be started immediately to strengthen the embankments of canals and drains. With paddy plantation scheduled to begin after June 15, waterlogged fields pose challenges for soil lifting. In addition, landowners fields also does not remain vacant.
The Chief Minister issued a stern warning to officials, indicating that those responsible for any repeat of last year’s flood incidents will face consequences. The department should hire as many JCBs as necessary to remove the silt from the canal.
He said that the villages of Harda-Hardi, Shergarh, Chandpura, Shahpur, Hemamajra, Rampur Sassedi of Ambala, Jhaansa, Jalbehra of Kurukshetra and Guhla Cheeka of Kaithal were badly affected. This time, if floods happen due to negligence in the preparations being done before the monsoon, then strict action will be taken against those responsible.
During the meeting, it was informed that 320 flood-prone hotspots had been identified, and short-term schemes had been devised accordingly. To date, 44 schemes have been successfully completed, with work ongoing on 179 schemes.Expressing urgency, the Chief Minister said that due to time constraints, the remaining work must be expedited by the department with utmost urgency.
He directed officials to establish a portal for uploading daily reports on all flood-related tasks being undertaken before the monsoon. A video should be made by taking the village sarpanch along and uploaded on this portal which he would personally oversee.
The Chief Minister said that tomorrow, Irrigation and Water Resources Minister Dr. Abhe Singh Yadav, Commissioner and Secretary of the Department Sh. Pankaj Agarwal, and Advisor to the Chief Minister Sh Bharat Bhushan Bharti will visit flood-prone areas in Ambala, Kurukshetra, and Kaithal districts to assess the situation and compile a report. He gave clear instructions that flood prevention measures should be visibly implemented on the ground and he himself would personally review the preparations on June 13.
Chief Secretary Sh. TVSN Prasad, Chief Principal Secretary to the Chief Minister Sh. Rajesh Khullar, Principal Secretary to Chief Minister Sh. V Umashankar, Advisor to the Chief Minister (Irrigation) Sh. Devendra Singh, Political Advisor Sh BB Bharti, Chief engineers of the department, circle engineers and other officers were also present in the meeting.

हरियाणा के मुख्यमंत्री श्री नायब सिंह ने अधिकारियों को निर्देश दिए हैं कि मानसून सीज़न शुरू होने से पहले 30 जून तक बाढ़ रोकथाम की तैयारियां पूरी कर लें। पिछले वर्ष बाढ़ से अंबाला, कुरुक्षेत्र जिले काफी प्रभावित हुए थे। शार्टटर्म स्कीमों के कार्य पूरा करवाना सुनिश्चित करें। मुख्यमंत्री आज यहाँ बाढ़ रोकथाम की तैयारियों को लेकर बुलाई गई बैठक की अध्यक्षता कर रहे थे। बैठक में सिंचाई एवं जल संसाधन मंत्री डॉ. अभय सिंह यादव भी उपस्थित थे।
मुख्यमंत्री ने कहा कि रजवाहों व नालों के तटबंधों को मजबूत करने के लिए मिट्टी भराई का काम तत्काल शुरू कर दें क्योंकि 15 जून के बाद धान रोपाई भी शुरू हो जाती है और खेतों में पानी भरा होने के कारण मिट्टी उठाने के कार्य में दिक्कत आएगी। जमींदार का खेत भी खाली नहीं रहते। मुख्यमंत्री ने अधिकारियों को स्पष्ट निर्देश दिए कि अगर पिछले वर्ष की तरह बाढ़ के हालात हुए तो दोषी अधिकारियों को बख्शा नहीं जायेगा।
नहर की गाद की मिट्टी निकालने के लिए विभाग द्वारा जितनी भी जरूरी हो जेसीबी किराए पर ली जाएँ। उन्होंने कहा कि अंबाला के हरड़ा- हरड़ी, शेरगढ़, चांदपुरा, शाहपुर, हेमामाजरा, रामपुर ससेड़ी , कुरुक्षेत्र के झांसा, जलबेहड़ा तथा कैथल के गुहला चीका तक के गांव काफी प्रभावित हुए थे। इस बार मानसून से पहले की जा रही तैयारियों में लापरवाही के चलते अगर बाढ़ के हालात बने तो सख्त कार्यवाही की जाएगी।
बैठक में जानकारी दी गई कि बाढ़ संभावित 320 हॉटस्पॉट चिन्हित किये गए थे और शॉर्टटर्म स्कीमें तैयार की गई थीं। अब तक 44 स्कीमें पूरी हो चुकी हैं तथा 179 स्कीमों पर कार्य चल रहा है। मुख्यमंत्री ने कड़ा संज्ञान लेते हुए कहा कि समय की कमी को देखते हुए बाकी काम विभाग अपने स्तर पर युद्धस्तर पर करवाएं। मुख्यमंत्री ने निर्देश दिए कि अधिकारीयों को निर्देश दिए हैं कि एक पोर्टल बनाया जाये और मॉनसून से पहले बाढ़ से संबंधित जितने भी कार्य किये जा रहे हैं उसकी प्रतिदिन की रिपोर्ट इस पोर्टल पर अपलोड हो।
गांव के सरपंच को भी साथ में लेकर विडियो बनाकर इस पोर्टल पर अपलोड किया जाए। वे स्वयं भी इस पोर्टल की मॉनिटरिंग करेंगे।मुख्यमंत्री ने कहा कि कल ही सिंचाई एवं जल संसाधन मंत्री डॉ. अभय सिंह यादव, विभाग के आयुक्त एवं सचिव श्री पंकज अग्रवाल व मुख्यमंत्री के सलाहकार श्री भारत भूषण भारती, अंबाला, कुरुक्षेत्र व कैथल जिलों के बाढ़ संभावित क्षेत्रों का दौरा कर उसकी रिपोर्ट तैयार करेंगे।
उन्होंने स्पष्ट निर्देश दिए कि बाढ़ रोकथाम को लेकर की जा रही तैयारियां लोगों को धरातल पर नजर आनी चाहिए और वे स्वयं 13 जून को तैयारियों का जायजा लेंगे।बैठक में मुख्य सचिव श्री टीवीएसएन प्रसाद, मुख्यमंत्री के मुख्य प्रधान सचिव श्री राजेश खुल्लर, प्रधान सचिव श्री वी उमाशंकर, मुख्यमंत्री के सलाहकार (सिंचाई) श्री देवेंद्र सिंह, सलाहकार श्री बी बी भारती, विभाग के तीनों अभियंता प्रमुख, सर्कल अभियंता व अन्य अधिकारी उपस्थित थे।
